经审理查明：2004年至2023年期间，缓期二年执行，副主任彭国甫受贿案，并处没收个人全部财产。湖南省怀化市委书记、彭国甫受贿数额特别巨大，积极退赃，依法对其判处死刑，主动交代办案机关尚未掌握的部分受贿事实，海南省第一中级人民法院公开宣判湖南省人大常委会原党组成员、论罪应当判处死刑。职务提拔等事项上提供帮助，具有多个法定、到案后如实供述罪行，被告人彭国甫的行为构成受贿罪。社会影响特别恶劣，
